Proposed Upcoming Route Revisions Now Available for Review

Knoxville Area Transit (KAT) has proposed revisions to two routes, Route 1: Downtown Connector and Route 16: Cedar Bluff/Middlebrook. A vote will be taken at the July 24, 2025, Knoxville Transportation Authority (KTA) Board meeting, which will be held in the Main Assembly Room of the City-County Building at 3 PM. The KTA meeting is open to the public to attend. If the route revisions are approved, they will take effect on August 25, 2025. The revisions are as follows:

Route 1- Downtown Connector

These revisions are being proposed in order to serve Covenant Health Park and the Old City neighborhood while maintaining 15-minute service to existing Route 1 stops.

Two (2) new stops are proposed to be added at Covenant Health Park on Willow Avenue and Willow Avenue WB at Central Street.

The route will be as follows on the outbound from Gay Street – Right onto Summit Hill Drive, left onto Patton Street, continuing straight into Willow Avenue, left onto Central Street, right onto Summit Hill Drive, then right onto Gay Street to resume the regular route.

Route 16 – Cedar Bluff/Middlebrook

The route revision is being proposed to serve passengers who attend and/or work at medical providers in the Dowell Springs Community by providing access to Old Weisgarber Road and Dowell Springs Boulevard. This revision would only apply Monday through Friday from 8 AM to 5 PM. If approved, the route will have its current routing outside of Monday through Friday from the hours of 8 AM to 5 PM.

The Monday through Friday 8 AM to 5 PM routing will be as follows:

Outbound from Middlebrook Pike – Right onto Old Weisgarder Road, left onto Dowell Springs Boulevard, and left onto Middlebrook Pike to resume regular route.

Inbound from Middlebrook Pike – Left onto Old Weisgarber Road, left onto Dowell Springs Boulevard, left onto Middlebrook Pike to resume regular route.

Four (4) new bus stops are being added. However, these stops will only be serviced Monday through Friday from 8 AM to 5 PM. The stops added are as follows:

  • Old Weisgarber Road NB before Lonas Spring Drive (near FamilyCare Clinics)\
  • Old Weisgarber Road NB after Lonas Spring Drive (near Knoxville Orthopedic Clinc and East TN Behavioral Health)
  • Dowell Springs SB before Lonas Spring Drive (near Peninsula Outpatient Clinc and Thompson Cancer Survival Center)
  • Dowell Spring SB after Lonas Spring Drive (near Gastrointestinal Associates)
