REPORTS TO: Safety and Training Manager
SALARY: $51,000.00 – $56,000 Annually
CLASSIFICATION: Exempt
SCHEDULE: Varies; 7 am – 3 pm or 1 pm – 9 pm

JOB DESCRIPTION:
Responsible for developing, delivering, evaluating and maintaining effective training programs and resources for Knoxville Area Transit.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Develop documentation, delivers and maintains an effective orientation program for new employees (Operators, Maintenance/Service, and Administration.)
• Prepare incoming employees for the Commercial Driver’s Test when necessary.
• Develop and organize Operational Training to include documented material to ensure clear and consistence information regardless of who presents (eg., create a set of bullet points of policy material so each class is assured of receiving the required information.)
• Integrates customer service principles from day 1 of training.
• Ensure that the new hires are walked through the Galls Portal, the Payroll Portal and KAT Employee intranet (with guidance to set up on their phone home.)
• Initiate HR Change Form when new hires transfer out of training.
• Under the direction of maintenance and safety leadership, provides OSHA training for new employees.
• Maintains responsibility for ensuring that department specific training occurs, and that documentation is placed in the employee training files
• Maintains records, manages the performance evaluation process to include feedback from supervisors and operators, in addition to your own, using as, monitors trainee progress and provides feedback.
• Train/re-train assigned trainees in effective techniques, as needed, in new and existing areas (e.g., new employees’ orientation, on-the-job training and adaptations to changes in policies, procedures, and technologies).
• Responsible for the development of a continuing evaluation of training, using operator/employee feedback as well as customer feedback (complaints like ‘driver went the wrong way’ or ‘driver didn’t give me a change card’ etc.) looking for trends to determine if there are areas that need additional emphasis in training.
• Organizes and develops training manuals, testing and evaluation procedures, and other educational materials (e.g., maintains a reference library, multimedia visual aids).
• Develops and evaluates various training programs using state-of-the-art instructional design techniques, including driving and passenger relations.
• Utilize Outlook as the primary method of communication for inviting speakers to orientation with appropriate notice, as well as providing a timely response to day-to-day correspondence.
• Supports the promotion of safety consciousness among all employees.
• Reviews and recommends external training programs to be considered.
• Performs other related duties as assigned by the Safety and Training Supervisor.

MINIMUM REQUIREMENTS:
Education and Experience
High school diploma or equivalent.
Knowledge, Skills, and Abilities
• Must possess a State of Tennessee Class B Commercial Driver’s License with Passenger endorsement for a minimum of 3 years.
• Computer experience; intermediate level Microsoft Office (Word, Excel, PowerPoint) skills.
• Ability to develop and draft manuals, policies, procedures and business correspondence.
• Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
• Knowledge of transit system operating rules, regulations, and routes.
• Knowledge of legal regulations and limitations related to mass passenger vehicle operations and maintenance.
• Knowledge of metropolitan Knoxville Street systems, peak traffic times and locations, and the effects of weather on street conditions.
• Knowledge of the State of Tennessee Motor Vehicle Code and City of Knoxville ordinances and regulations related to motor traffic control.
• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
• Ability to speak effectively before groups of employees and to conduct investigative interviews tactfully and effectively.

WORK ENVIRONMENT:
• The employee regularly works near moving mechanical parts.
• The employee is frequently exposed to outside weather conditions, including extreme heat or cold. The employee may be exposed to wet and/or humid conditions.
• The employee is frequently exposed to fumes or airborne particles and toxic or caustic chemicals.
• The noise level in the work environment is generally quiet, but can occasionally be loud.
