Job Description: The Operations Manager oversees and coordinates daily activities related to safe and effective bus service delivery. This position manages all Bus Operators and Road Supervisors, ensuring full coverage of shifts, on-time performance, and adherence to KAT policies and safety standards. The manager is responsible for performance management, coaching, labor relations, and supporting agency goals, including the development and achievement of Key Performance Indicators (KPIs). The Operations Manager plays a pivotal leadership role within the department and may serve as acting Director of Operations in their absence.

Essential Duties and Responsibilities:
· Direct daily operations for all fixed route Bus Operators and Road Supervisors.
· Ensure schedules, assignments, and relief coverage are managed and communicated effectively.
· Oversee recruitment, training, and performance evaluation for Bus Operators and Road Supervisors.
· Conduct coaching, mentoring, and progressive discipline as needed.
· Monitor, report, and analyze on-time performance, manpower levels, and service reliability.
· Coordinate with other departments and external partners (e.g., Police, City, TEMA/FEMA) for event planning, emergencies, and incident response.
· Maintain accurate records for operator performance, absences, incidents, and equipment.
· Support safety initiatives and promote a culture of professionalism and customer service.
· Represent the department at town halls, labor-management meetings, and in union matters.
· Assist in the investigation and documentation of incidents and complaints.
· Participate in service planning, shake-up/pick processes, and implementation of new initiatives.
· Perform other duties as assigned by the Director of Operations.
Minimum Qualifications:
· High School diploma or GED required; completion of a four (4) year college degree preferred.
· Five (5) years of supervisory or management experience, preferably in transit operations.
· Valid Driver’s License required.
· Knowledge of FTA and DOT regulations, transit operations, and Knoxville’s geography preferred.
· Demonstrated ability to manage staff, handle emergencies, and work in a union environment.
Physical Demands and Work Environment:
· Regularly stands, walks, and may need to lift/move up to 50 lbs.
· Works in office, field, and occasionally in inclement weather or emergency situations.
Appointment Type:
The nature of the appointment will depend on the selected candidate:
· Internal Candidates: May be appointed on an interim basis of 6 months, with the possibility of transitioning to a permanent role following a performance review.
· External Candidates: Will be considered for a direct permanent appointment upon selection.
