JOB DESCRIPTION:
The Manager of Finance and Grants will be entrusted with managing all facets of financial operations, devising financial policies and guidelines, and overseeing the administration and execution of KAT capital and operating budgets and the coordination of compliance with local, federal, and state requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Manages and directs budgeting, accounting, and purchasing activities for the organization.
- Produce periodic financial reports and statements, and address internal queries regarding financial matters.
- Maintains written policies and procedures related to the budget and grant programs that will improve the cost-effectiveness of KAT’s operations. Assesses how policies and procedures within Finance and other KAT departments affect capital and/or operating budget.
- Develop and manage with coordination with the City of Knoxville’s Finance Department the annual budget for KAT. Monitor expenses, review budget deviations, and provide regular updates to stakeholders on financial performance against targets.
- Conduct in-depth financial analysis to assess the impact of various initiatives, projects, and changes in funding sources on the organization’s financial health. Provide insightful recommendations to Directors based on these analyses.
- Works cooperatively with the Directors to evaluate financial impacts of projects and programs and to assess grant opportunities at the State and Federal level.
- Prepares programs of projects, project justification, and project budgeting for operating, capital and planning grants, both federal and state.
- Prepares and submits grant applications, maintains grant files, and prepares and submits drawdowns, billings, reporting, and close-outs.
- Coordinates with federal and state representatives in the administration of grant activities, including monitoring grant milestones and progress.
- Coordinates with the City of Knoxville’s Finance and Accounting Departments on receipt, disbursement, and accounting of funds, recommending data metrics to be tracked to improve cost-effectiveness and efficiency and recommending control procedures for any potential weaknesses.
- Monitors KAT system compliance with federal and state regulatory requirements for grant programs.
- Directly supervises the work of subordinate financial staff as it relates to account payables.
- Supervise and mentor team members in the department, providing guidance and support to achieve departmental goals and objectives effectively.
- Perform other relevant duties as needed.
EDUCATION/EXPERIENCE:
- Bachelor’s degree in Public Administration, Finance, Accounting, Business Administration, or related field. Experience in a public transit agency or governmental setting is preferred.
- 3 – 5 years of senior financial management experience required or an equivalent combination of training and experience may be considered.
- Strong understanding of finance, accounting, auditing, financial reporting methods, financial control practices, strategic planning, and risk management.
- Proficient in generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) principles.
- Excellent leadership, communication, and interpersonal skills.
- Proficient with computers and relevant software applications.
MINIMUM REQUIREMENTS:
- Proven experience in financial management, budgeting, and grant acquisition within the public transit or transportation industry.
- Strong understanding of grant application processes, compliance, and reporting requirements.
- Proficiency in financial analysis tools, accounting software, and Microsoft Office suite.
- Excellent communication and interpersonal skills to work effectively with cross-functional teams and external stakeholders.
- Ability to prioritize tasks, manage multiple projects simultaneously, and meet deadlines in a fast-paced environment.

SALARY:
- $70,000 – $85,000 annually (Based on experience and qualifications).
