Director of Human Resources

Job Description:

Responsible for developing and implementing HR strategies, policies, and programs to effectively manage the personnel needs of the Knoxville Area Transit. Directs and manages the human resources operations and programs for KAT. Directs the human resource functional areas including, but not limited to recruitment, compensation, classification, benefits, labor relations, employee relations, and payroll.

Essentials & Responsibilities:

  • Oversee the recruitment process, from sourcing to onboarding, ensuring a diverse and skilled workforce
  • Develop strategies to attract and retain talent
  • Develops, implements, and communicates programs that influence the Agency’s long- term success such as employee engagement, succession planning, organizational re- design, and enterprise-wide initiatives.
  • Manage employee relations, addressing concerns, and fostering a positive workplace culture
  • Implement initiatives to enhance employment engagement and satisfaction
  • Implement performance management system, to allow for regular reviews that provide constructive feedback
  • Identify opportunities for performance improvement and career advancement
  • Conduct employee satisfaction surveys and implement improvement initiatives. Administer compensation and benefits programs, including payroll processing.
  • Ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
  • Partners with senior management in planning, developing, implementing and evaluating HR activities in their respective departments; provides expert advice and counsel on a wide range of human resources issues; represents senior management in investigating, documenting, responding, and settling employee relations issues within the Agency; delivers constructive feedback and coaching to senior leaders.
  • Perform other duties as assigned.

Education/Experience:

Bachelor’s degree in Human Resources, Business Administration, or Public Administration, or related field.

Requirements:

  • Five (5) to seven (7) years labor and employee relations and human resource management experience in a unionized environment, preferably in a public sector.
  • SHRM-CP, SHRM-SCP, (or PHR/SPHR) Certification is highly desired Strong knowledge of labor laws, regulations, and labor relations. Excellent communication and interpersonal skills.
  • Proficiency in HR software and Microsoft Office Suite.
  • Strong problem-solving and decision-making abilities.
