Transit Planner

JOB DESCRIPTION:

The Transit Planner will assist in designing, analyzing, and implementing fixed routes and other mobility services, and amenities i.e. bus stop locations, signs, shelters to improve service efficiency, accessibility, and overall rider experience.

ESSENTIAL FUNCTIONS:

  • Develop and optimize transit services and schedules based on ridership data, community needs, and resource availability.
  • Utilize ReMix planning software, GMV-Syncromatics, or other planning tools for route mapping and analysis.
  • Collect, analyze, and interpret transit data to identify trends, issues, and opportunities for improvement, including NTD reporting.
  • Prepare monthly internal and KTA reports.
  • Monitor and evaluate the performance of existing transit services.
  • Assists in developing short- and long-range transit plans and performance standards.
  • Conduct public outreach and stakeholder engagement to gather input and feedback on transit services.
  • Represent KAT at community meetings, public forums, and other events, as requested.
  • Work closely with other KAT departments, the City of Knoxville, government agencies, and external partners to coordinate transit planning efforts.

EDUCATION/EXPERIENCE:

A bachelor’s degree from an accredited college with major coursework in transportation or urban planning, public or business administration, political science, public policy, environmental studies, engineering, or; three years of related experience and; or equivalent combinations of education and experience.

MINIMUM REQUIREMENTS:

  • Methods, practices, and procedures involved in transit planning, operations, and management.
  • Prepare transit routes and schedules and associated budgets.
  • Ability to work assigned schedule and additional hours during special events, holidays, emergencies, etc.
  • Assists Marketing and Communication staff with route, service, and schedule changes for publication.
  • Work with little supervision and maintain effective working relationships with all levels of employees.
  • Understand and carry out detailed written or verbal instructions.
  • Problem-solving skills, math skills, and ability to synthesize and analyze data.
  • Ability to make oral presentations and compose written documents.
  • Read schedules, maps, route guides, detour sheets, etc., and interpret information.
  • Meet required deadlines and make effective decisions under stressful conditions.
  • Other duties as assigned by the Manager of Planning.

PHYSICAL DEMANDS:

The employee is regularly required to sit; use hands to finger, handle, or feel objects, tools, or controls; and talk and hear.  The employee is occasionally required to stand, walk, and reach with hands and arms; climb and balance; stoop, kneel, crouch, or crawl.  May experience repetitive motion of wrist, hands, and/or fingers.  Occasional reaching above shoulders, below waist, and reaching waist to shoulder.

The employee must occasionally lift and/or move up to twenty pounds.  Specific vision abilities required by this job include close vision, peripheral vision, and the ability to focus.

WORK ENVIRONMENT:

The noise level is usually moderate. Inside office conditions with occasional work pace pressure, as well as outdoor environment.
